Transport Infrastructure Access
As of 1 January 2024, the Office for the Protection of Competition (the Office) took over the competence and powers of the former Transport Infrastructure Access Authority (ÚPDI).

The content of the ÚPDI website will be gradually migrated to the Office’s website.
The main activity in this area is the regulation of access to the railways, the regulation of access to services, including dispute resolution, and price control in the field of railways. This area is governed by Directive 2012/34/EU of the European Parliament and of the Council of 21 November 2012 establishing a single European railway area and related national legislation.
In the field of air transport, the Office acts as an independent supervisory authority in accordance with Article 11 of Directive 2009/12/EC of the European Parliament and of the Council of 11 March 2009 on airport charges. In this field, the Office's task is to ensure a transparent and non-discriminatory procedure for the negotiation of air charges and to monitor non-discriminatory access to the provision of airport services. In the Czech Republic, this applies only to Václav Havel Airport Prague, operated by Letiště Praha a.s.
In the area of ground transport, the Office shall act as a conciliation body pursuant to Articles 11 and 12 of Directive (EU) 2019/520 of the European Parliament and of the Council of 19 March 2019 on the interoperability of electronic road toll systems and facilitating cross-border exchange of information on the failure to pay road fees in the Union. It shall perform an advisory and mediation function in the negotiation of contracts between the European Electronic Toll Service Provider (European Toll Provider) and the Toll Collector (Electronic Toll System Operator). This includes in particular the assessment of contractual terms and conditions from a non-discrimination and remuneration perspective (conciliation body).
