Securities Centre abused dominant position
The Centre charged fees for its service of administration of the securities in accounts of their owners in such way that from the total number of about 3 million owners of securities registered by the Centre this fee was charged only to around one to two per mil of clients, who thus covered the total costs of this service. The new price list also did not change the practice of providing information services to state bodies for free. The Centre covered the costs incurred in connection with their provision by revenues from other services, which thus had to be appropriately increased. This led to harm to consumers who paid these costs without requiring the relevant services.
