Petr Mlsna
Chairman, Czech NCA
Petr Mlsna is the Chairman of the Office for the Protection of Competition since 2 December 2020. Starting from 2003, he held a number of positions at the Office of the Government of the Czech Republic and at the Government Legislative Council. In late 2012 and early 2013, he held the position of Minister without portfolio and the Chairman of the Government Legislation Council. Subsequently, he was the acting Deputy Minister for Justice and for Education, Youth and Sports. Since 2015, until his appointment as the Chairman of the Office, he was the acting Deputy Minister responsible for the Section of Legislative, State Administration and Regional Administration of the Ministry of Interior.

Markéta Dlouhá
Vice-Chair, Czech NCA
Markéta Dlouhá graduated from the Faculty of Law of Masaryk University in Brno. Even before graduating, she gained a lot of work experience when she worked with an international training and consulting company since 2003, but subsequently focused her work focus and development exclusively on the law. Since 2009 she has been working in advocacy, where she focused mainly on civil, commercial and criminal law. Since December 2011, she has intertwined her professional career with the Office for the Protection of Competition and the Supervision of Public Procurement. At the Office for the Protection of Competition, she gradually replaced all positions, from the clerk, through the head of the unit to the director of the department. She has been the director of the Public Procurement Department III for the last seven years. Since July 2021, she has been the acting Vice-chairman of the Office responsible for the Public Procurement Division. In connection with her employment with the Office for the Protection of Competition, she also developed her lecturing and publishing activities related to public procurement.

Vlastimil Fidler
Deputy in charge for the Construction and Public Investment Section, Ministry of Regional Development
He graduated from the Faculty of Education and the Faculty of Law of the University of West Bohemia in Pilsen. Since 2000, he has been involved in the field of public procurement. He worked as a specialist at the Pilsen City Hall, later he became Head of the Department of Technical Offices Management and Director of Technical Offices of the City of Pilsen. Since 2007, he has been working at the Ministry of Regional Development, first as Head of the Public Procurement Unit and then as Director of the Public Procurement Department. He is the co-author of amendments to Act No. 137/2006 Coll., on Public Procurement, and, in particular, participated in the preparation, discussion and enforcement of Act No. 134/2016 Coll., on Public Procurement, and co-authored two editions of the Commentary to the Public Procurement Act (published by Aleš Čeněk, 2016 and 2017). He also publishes in professional journals (especially “Public Procurement for Practice”) and lectures at conferences and professional meetings on public procurement. He is a member of the Public Procurement Appellate Commission of the Office for the Protection of Competition.

Michal Kobza
Director of Public Procurement II, Czech NCA
Michal Kobza holds a Master's degree from the Faculty of Law of Masaryk University in Brno. After graduation he worked as a lawyer at the Office of the Municipal District of Brno–Řečkovice and Mokrá Hora. In 1999, he joined the Office for the Protection of Competition and has been continuously working in various leading positions in organisational units dealing with supervision of public procurement and contracting in public passenger transport services since 2011. He is currently the Director of the Public Procurement Department I. In addition to the supervision agenda, he has long been involved in legislative work related to public procurement issues and methodological activities of the Office. He has also actively participated in professional conferences and seminars both in the Czech Republic and abroad.

Zuzana Krajčovičová
Director of the Office of the Council of the Slovak Public Procurement Authority
She is a graduate of the Faculty of Law of Matej Bel University in Banská Bystrica. She passed the rigorous examination at the Faculty of Law of the University of Trnava. In 2016–2017, she completed an international master's degree in public procurement management at the Tor Vergata University in Rome.
Zuzana Krajčovičová has been working at the Public Procurement Authority since 2005. Initially, she was engaged in methodological, legislative and educational activities and served as a secretary of the Authority's Special (Appellate) Commission. In 2006–2010, she was the director of the department responsible for decisions on objections of business entities against the procedure of public contracting authorities and contracting entities. In 2012–2013 she worked at the Public Procurement Department of the Ministry of Foreign and European Affairs of the Slovak Republic. Since September 2013, when the Council of the Public Procurement Authority was established, she has been the Director of the Office of the Council of this Authority, which decides, inter alia, on appeals against decisions of the Authority issued in the objection procedure and against decisions issued in the framework of public procurement control.

Martin Vyklický
Brno University of Technology
Martin Vyklický has been dealing with public procurement issues for almost all his professional life. He first came into contact with public procurement as an official of the Public Procurement Division of the Office for the Protection of Competition. As a student and teacher at the Mendel University in Brno, he lectured and also actively published articles related to public procurement in professional journals. Currently, he is engaged in procurement activities as the head of the Public Procurement Department at the Brno University of Technology. He regularly participates in public procurement conferences, seminars and workshops, and publishes in professional journals with the same focus. Currently, he mainly focuses on the development of the BVA/m4E method as an effective and versatile tool for selection of high-quality suppliers.

Jaroslav Lexa
Vice-Chairman, Slovak Public Procurement Authority
In 2008–2010, he worked in the Legislation and Methodology Department of the Public Procurement Authority (ÚVO). Subsequently, he worked as Director of the Public Procurement Department at the Ministry of Labour, Social Affairs and Family of the Slovak Republic. After leaving the Ministry, he worked in the field of public procurement, consulting and education. Since 2018, he has been working as the Director of the Institute of Public Procurement at the Public Procurement Authority, where he focuses on analytical activities, building a pro-client approach and education in the field of public procurement.
Jaroslav Lexa is a recognized and a long-standing expert in public procurement, who advocates for the application of innovative practices in this area, including social aspects and environmental protection. He is one of the founders of the "Association of eAuction Users and Supporters", a civic association for spreading awareness on public procurement.
On 6 February 2020, he was appointed to the position of Vice-Chairman of the Public Procurement Authority by the Government of the Slovak Republic.

Vendula Sochorová
Judge of the Regional Court in Brno
Vendula Sochorová graduated from the Faculty of Law of Masaryk University in Brno, majoring in Law and Legal Science, and the Faculty of International Relations of the University of Economics in Prague, majoring in International Business. Since 2009, she has worked as an assistant to a judge of the Supreme Administrative Court. In 2017, she became a judge of the Regional Court in Brno in the field of administrative justice. She is the author of a monograph on evidence in tax proceedings and a number of professional articles, co-author of a commentary to the Administrative Procedure Code, and, since 2020, she has been an EJTN (European Judicial Training Network) lecturer in environmental law.

Petr Mikeš
Judge of the Supreme Administrative Court
He graduated from the Faculty of Law of Charles University in Prague. In the course of his studies and after graduating the University, he worked as a legal consultant to the Office of the President of the Republic, where he was responsible for the preparation of legal grounds for the exercise of the constitutional powers of the President of the Czech Republic (in particular, drafts of presidential vetos of laws relating to the proposed Acts and submissions to the Constitutional Court). Since 2004, he worked as a law clerk at the law firm PPS advokáti, where, after passing the bar exam, he became a cooperating lawyer in 2006 and a partner in 2008. In his law practice, he focused on private law as well as on some areas of public law, especially on public procurement and concession law and issues related to the use of grants. In 2009, he became a member of the Disciplinary Commission of the Czech Bar Association. In 2013, he was appointed a judge of the Supreme Administrative Court. In his publishing practice, he focuses on constitutional law, the relationship between international and national law and administrative justice. He lectures in the fields of public procurement, granting of subsidies and service relationships.

Vítězslava Fričová
European Commission
Vítězslava Fričová is a lawyer working at the European Commission, in the Directorate for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW). She is responsible for the enforcement of EU law in the field of public procurement and for the review of public procurement, including the organisation of the European Commission Working Group of national review bodies (Network of First Instance Review Bodies).
From 2014 to 2018, she headed the Methodology Unit of the Public Procurement Division of the Office for the Protection of Competition, and prior to that she worked in the EU Department of the Office of the Senate of the Parliament of the Czech Republic in the area of preliminary monitoring of the EU legislative process.
Vítězslava Fričová graduated from the Faculty of Law and the Faculty of Economics and Administration (French-Czech Public Administration Programme) at Masaryk University in Brno and completed her postgraduate studies at the College of Europe in Bruges, Belgium, specialising in European law.

Roberto Caranta

Roberto Caranta is Full professor with the Law Department of the University of Turin (Italy) and works on public procurement with focuses on SPP and on remedies, EU and administrative comparative law with focus on judicial protection. He is Coordinator of Sustainability and Procurement in International, European, and National Systems - SAPIENS -International Training Network (SAPIENS-ITN - H2020 – MSCA ITN: Grant 956696), supervisor of ESR 7: Enforcing sustainability and social requirements in contract performance ( https://sapiensnetwork.eu/ ) and Member of the Procurement Review Board of the European Space Agency (ESA). He is editing the European Procurement Law Series https://eplgroup.eu/publication-category/epls/ and with Albert Sanchez he edited European Public Procurement. Markéta Adámková
Ministry of Regional Development
Markéta Adámková is Head of the Legislative Unit of the Public Procurement Law Department of the Ministry of Regional Development, where she participates in the development of the national concept of public procurement, especially in the development of legislative proposals. She participated in the drafting of the Public Procurement Act as well as in the drafting of the technical amendment to the Public Procurement Act, which is currently under discussion. Since 2012, she has been participating in the meetings of the Expert Group on Public Procurement, and is also a member of the Appellate Commission of the Office for the Protection of Competition. She regularly lectures and publishes in professional journals.

Petr Solský
Vice-Chairman, Czech NCA
Petr Solský graduated from the Faculty of Law of the Masaryk University in Brno in 1998. At the same Faculty he received “JUDr.” degree in the field of criminal law. He worked in public administration on a number of managing positions, for example at the Ministry of the Interior or the Ministry of Foreign Affairs. From 2003 to 2010 he gained extensive experience at the Permanent Representation of the Czech Republic to the EU in Brussels where he was responsible for management of the division of justice and interior including the coordination of preparations of the Czech Presidency of the Council of the EU. Back in the Czech Republic he worked in private sector in a law firm. Consequently, he focused in particular on the area of information and communication technology, among others as a Deputy Minister of the Interior for this area in the years 2013 and 2014. Petr Solský has been focusing on a number of issues of criminal and administrative law including the regulatory framework for public procurement and prohibited state aid. He is a long-term member of the Regulatory Impact Assessment Commission of the Government Legislative Council (RIA Commission).
On 5 April 2016, Petr Solský was appointed to the position of the Vice-chairman of the Office for the Protection of Competition and entrusted with the management of the Legislative and Public Regulation Division.

Petr Vévoda
Director of Public Procurement III, Czech NCA
Petr Vévoda graduated from the Faculty of Economics and Administration of Masaryk University in Brno in 2005. After his work experience abroad, he joined the Public Procurement Division of the Office for the Protection of Competition in 2007. In 2014, he was appointed the Director of the Public Procurement Department and still holds this position. Within the Office's supervisory activities, he participated in a number of important decisions in the field of public procurement, was a member of several working groups and, inter alia, also supervised provision of the agenda related to the performance of the Public Procurement Division control activities. He had also the opportunity to expand his practical professional experience by gaining knowledge from the foreign study programmes/business trips (Academy of European Law, European Institute of Public Administration, Permanent Representation of the Czech Republic to the EU) and capitalised on this knowledge in various negotiations conducted at the European level (e.g. currently in the EU Council Working Group meeting on the draft Regulation on foreign subsidies distorting the internal market).

Kamil Nejezchleb

Kamil Nejezchleb is the acting Vice-chairman of the Office for the Protection of Competition and is responsible for the Competition Division since 1 April 2021. He graduated from the Faculty of Law of the Masaryk University in Brno and the Faculty of Business and Management of the Brno University of Technology in 2007. He completed the doctoral program at the Faculty of Law of the Masaryk University in 2019. His dissertation focused on the modernization of legal instruments for detection of cartel agreements and he also implemented several specific projects which focused on different aspects of competition law throughout his doctoral studies. In November 2008, he joined the Office and since then has served in several positions. For the last five years, he worked as the Head of the Unit of Cartels and the Deputy Director of the Department of Cartels. He also taught commercial and trade law at the Public Administration Academy in Brno. He has been engaged in long-term cooperation with the Faculty of Law and the Faculty of Economics and Administration of Masaryk University where he gives specialized lectures on competition law and economics. He has gained extensive experience with the application of competition law abroad. He participated in a six-month internship at the European Commission - DG COMP and is active within the European Competition Network and International Competition Network. He also collaborated in the creation of the methodology for the leniency and settlement programmes and the preparation of recent amendments of the Act on the Protection of Competition. He engaged in training of contracting authorities on the issue of bid rigging on a long-term basis. He published several expert articles on competition. He is the co-author of the publication Economic Methods in Competition Law.

Iveta Pospíšilíková
Director of 2nd Instance Decision Making, Czech NCA
She graduated from the Faculty of Law in Olomouc. After graduation, she worked as a lawyer at the Central Inspection and Testing Institute of Agriculture in Brno and then at the Brno City Hall, where she focused on public procurement. In 2012, she joined the Office for the Protection of Competition as a secretary of the Public Procurement Appellate Commission. She was gradually appointed Head of the Second-Instance Decision-Making Unit and then Director of the Second-Instance Decision-Making Department. She is also acting Chairperson of the Public Procurement Appellate Commissions. Inter alia, she lectures at conferences both in the Czech Republic and abroad, participates in meetings of Review Bodies at the European Commission and other expert groups and also works as a lecturer for the company Aliaves.

Karin Schnabl
Judge at Federal Administrative Court of Styria
Karin Schnabl gratuated from the Faculty of Law at the Karl-Franzens-University in Graz in 1998. From 1999 on she worked at the Institute of Public Law and Political Science at the Karl-Franzens-University. In 2001 she started in the Constitutional Service of the Government of Styria, where she specialized on public procurement law. Starting from September 2012 she worked at the Independent Administrative Senate with specialization in public procurement. Since 2014, Schnabl is a judge at Federal Administrative Court of Styria in specialized chambers dealing with the review of public procurement procedures.Schnabl is the Austrian member of the Commission expert group „Network of first instance review bodies on public procurement“.Schnabl is also University lecturer for administrative law and public procurement. She is also engaged in regular publication activities and lecturing in this area.

Goran Matešić is career judiciary lawyer who served as a judge, lead a private law firm as an attorney at law and servede as a Chairman in independent Croatian national Review Body for Public Procurement Appeals. He was also a member of EU network associations as a representative of his country, a member of negotiation team for PP in a process of joining EU and Task Forces for adopting and implementing national PP regulations. Author of different texts and publications in the field of PP, lecturer and consultant.

Leona Gergelová Šteigrová
Ministry of Labour and Social Affairs
Leona Gergelová Šteigrová is the leader of responsible/strategic public procurement projects at the Ministry of Labour and Social Affairs, manages activities and projects developing responsible public procurement, and, since 2014,she has also been Head of the Unit and Deputy Director for Public Procurement at the Ministry of Labour and Social Affairs. Since 2021, she is also a member of the Public Procurement Appellate Commission of the Office for the Protection of Competition. She graduated in International Relations and European Studies at Masaryk University in Brno and her doctoral thesis was focused on the topic of Europeanisation. She worked at the Ministry of Education, Youth and Sports for eight years where, as Director of the EU Affairs Department, represented the Czech Republic in the European Union and also chaired the Education Committee of the EU Council. She is currently completing the Public Procurement Excellence programme at the University of Vienna.

Martin Hadaš
Masaryk University
Martin Hadaš graduated from the Faculty of Law of Charles University and completed a postgraduate programme at the Faculty of Law of Masaryk University. He has been involved in public procurement since 2005, when he joined the procurement unit in a consulting company. Since 2011, he has headed the Public Procurement Office at the Rector's Office of Masaryk University. His team ensures central purchasing through dynamic purchasing systems, manages the procurement of construction contracts and related supplies and services, coordinates the use of electronic tools at the contracting authority, provides methodological support to university departments and carries out control activities. He participates in teaching the selective Public Procurement course at the Faculty of Law of Masaryk University, and, since 2021, he has been a member of the Public Procurement Appellate Commission of the Office for the Protection of Competition.

Miroslav Knob
OTIDEA
After graduating from the Faculty of Law of Masaryk University in Brno, he worked for over five years at the Office for the Protection of Competition. Subsequently, he worked as a procurement administrator, lawyer and consultant for public procurement at the company OTIDEA. Currently, he works in public procurement at the newly established law firm OTIDEA LEGAL. In the field of public procurement, he has experience in contracts with foreign suppliers, purchases of scientific instruments and special equipment in the field of science and research. Within the law firm, he specializes in the field of supplier objections and reviews by the Office for the Protection of Competition and in public procurement consultancy. He also conducts active training in the field of public procurement law for both the contracting and supply sectors.
