PANEL I: WHAT’S NEW IN COMPETITION LAW AND POLICY
Hynek Brom
First Vice-chairman; Czech Competition Authority
Hynek Brom graduated from the Faculty of Law of the University of West Bohemia in Pilsen, where he has been also teaching at the Department of Public Administration since 2000. From 2000 till 2002 Mr. Brom acted as a head of secretariat of the Governor of Pilsen region. In the years 2000–2009 he was deputy mayor and later mayor of the city circuit Pilsen 4. Since 2006 Mr. Brom was a member of several expert bodies of the Union of Towns and Municipalities of the Czech Republic, as well as expert institutions dealing with organization and execution of public administration.
Hynek Brom joined the Office for the Protection of Competition in November 2009 as the Director of Section of State Aid and Administration and a month later he was appointed the First Vice-chairman. Since 1 March 2016 he is in charge of the Competition Division.
Rainer Becker
DG Competition
Rainer Becker is a head of unit in the European Commission’s Directorate-General for Competition, and currently dealing with antitrust enforcement and policy in the area of pharmaceuticals and health services. Before that, he was for several years leading the central unit in charge of coordinating the Commission’s antitrust and cartel cases and of developing competition policy in this area. Rainer previously served in different positions within DG Competition, working in particular on the EU's legislative initiative on private damages actions, and in operational units of the authority handling antitrust and merger matters in manufacturing and consumer goods industries.
Before joining the Commission in 2004, he was a lawyer of the Brussels and Cologne bars and a senior associate in an international law firm. He advised clients across a range of industries on European and German merger control, antitrust and cross-border litigation matters. Rainer has published and spoken widely on various issues of competition policy, general EU law and comparative law and lectures at Heidelberg University.
Born in 1969, he studied Law, and Spanish & French literature at universities in Germany, Spain and Canada and holds Ph.D. (Trier), LL.M. (McGill) and Ass./Ref. iur. (Rh.-Pfalz) degrees in law. He is fluent in German, English, French and Spanish.
Theodor Thanner
Austrian Competition Authority
After his post gradual studies at the University of Salzburg, Theodor Thanner served in State Government of Salzburg. Afterwards he was a Head of Legal Section of State Government; he worked at the Federal Chancellery and acted as an advisor to Federal Minister of Defense. Thanner is an editor of the Austrian Journal for Competition Law, member of Public Procurement Office, member of Board for Data Protection Affairs and member of the Supreme Court for Patent and Trademark Law. He is an author of numerous publications concerning constitutional, antitrust, electoral and administrative law and a lecturer at the University of Vienna. Since 1st July 2007 he has been the Director General of the Austrian Competition Authority.
Boris Gregor
Slovak Competition Authority
Boris Gregor has been a Deputy Chairman of the Antimonopoly Office of the Slovak Republic since April 2016. Boris Gregor graduated from Faculty of Business Management at University of Economics in Bratislava. He joins the Office from the company Bratislavská vodárenská spoločnosť, a. s., where he worked as Sales Director and he also held the position of Board Deputy Chairman (2011–2015). His previous post was the company BELIMEX a. s. (2000–2011), where he has been holding both the position of Board Chairman and director of the company since 2008.

Renato Nazzini
King's College London
Renato Nazzini focuses on antitrust, regulated sectors, state aid, and European Union law, in particular cartels, abuses of a dominant position, vertical agreements, mergers, litigation, arbitration and ADR. He is a non-governmental adviser (NGA) to the International Competition Network (ICN).
Renato’s experience covers various sectors including telecommunications, energy, transport, pharmaceuticals, financial services, manufacturing, IT and new economy markets, heavy industries, gaming, consumer goods and retailing. He advised major telecommunications operators on antitrust and regulatory issues relating to network access, broadband internet and licensing. He represented an Italian leading content service provider in relation to telecommunications and consumer protection issues, in particular regarding licensing requirements administered by the Italian Telecommunications Authority. He advised major Italian and foreign clients on cartel investigations (including one of the first leniency cases in Italy), abuses of dominance, access to infrastructure in the telecoms sector and functional separation and unbundling in the energy sector.
Prior to joining LMS, Renato was Of counsel at the London office of Bonelli Erede where his practice focused on advising international corporations on Italian and EU competition law as well as on arbitration and international litigation. Previously, he was Deputy Director at the UK Office of Fair Trading.
Renato is Professor of Law at King's College, London. He published more than 50 articles and book chapters on competition law and international commercial arbitration as well as a number of books.
PANEL II: DISTORTION OF COMPETITION BY PUBLIC AUTHORITIES
Michael Mikulík
Czech Competition Authority
Michael Mikulík graduated from the Faculty of Law, Charles University in Prague (Mgr., 2002) and from the University of Cambridge (LL.M., 2008) where his primary focus was on European competition law. Since 2010 he has been working for the Office for the Protection of Competition, initially as Adviser to the Vice-Chairman, then as Head of the Dominance and Vertical Agreements Department and Vice-Chairman of the Section on Protection of Competition. Currently, he is Head of the Appeals Division and a member of the appeals committees of the Office. Prior to joining the Office he worked in a private law firm.
Michael Mikulík specializes in the field of competition, administrative and public procurement law. He regularly represents the Office at meetings organized by the advisory bodies of the Directorate-General for Competition of the European Commission and the Competition Commission of the OECD. He actively participates as a lecturer in training sessions of competition law organized under the patronage of the United Nations (UNCTAD). He has contributed as an author and co-author in foreign professional publications dealing with competition law issues.
Elizabeth Gachuiri
UNCTAD
Mrs Elizabeth Gachuiri has a long experience in competition and consumer policy issues both at national, regional and international level. She is currently working as an Economic Affairs Officer and Programme Management Officer in UNCTAD. She joined UNCTAD in May 2000 as a competition expert to work in the Competition and Consumer Policies Branch. She is also the UNCTAD Liaison Officer for the Global Network of Export and Import Banks, and Development Finance Institutions (GNEXID).
Before joining UNCTAD, she worked with Kenya Government in various Ministries as an Economist. She is a founding staff member of the Monopolies and Prices Commission of Kenya, where she worked 12 years. Her experience includes working with developing countries in competition and consumer policy projects in Asia, Africa, Eastern Europe, Middle East and Latin America. She significantly contributed to development of competition law and the revision of consumer protection law of Botswana for many years under the UNDP country project on Poverty Reduction.
She has also written many background papers on competition, trade and development and has been part of developing and delivering training programs for competition Authorities in developing countries under the UNCTAD technical cooperation and capacity building programs.
Mrs Gachuiri holds a Master of Arts degree in Economic Development from Williams College, Massachusetts, USA (1992), a Post Graduate Diploma in Economics, Economic Institute, Boulder Colorado, USA. (1991).
Bogdan M. Chirițoiu
Romanian Competition Authority
Bogdan Chirițoiu is President of the Romanian Competition Council since 2009. Before his appointment at the competition authority, during 2005–2009 he was a State Councilor at the Romanian Presidential Administration and the Head of the Romanian Delegation to the EU Economic Policy Committee. During 1996–2005, he authored, consulted or advised for several studies and projects, such as the National Human Development Report (UNDP, Bucharest, 2004), European Integration (European Institute, Bucharest, 2001–2002), Public Policy (UN Development Program, Bucharest, 2003) CEE Democratization Process (Comparative Study, Melbourne University) or Development of a Romanian Culturally Specific Model for Conflict Management (PHARE–FDC). In 2000 he was also Adviser to the Minister of Justice.
Since 1999, Mr. Chirițoiu lectures in English and Romanian as an assistant professor of economics and sociology at the University of Bucharest. He is a member of the Romanian Society of Political Science (SRSP), the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPA CEE) and the Romanian Academic Society (SAR).
Bogdan Chirițoiu has a master’s degree in Political Science (Central European University, Budapest, 1997) a master’s degree in European Studies (London School of Economics and Political Science, 1998) and a PhD in Economics – specialization in International Economic Relations (Academy of Economic Studies, Bucharest, 2008).
Jiří Kindl
WEIL, GOTSHAL & MANGES
Jiri Kindl is a partner in Weil, Gotshal & Manges (Prague). In his legal practice, he specializes in competition and regulatory matters and complex litigations/arbitrations. He has extensive experience with various competition law cases both before the Czech Office for Protection of Competition, other regulatory authorities and Czech courts.
Jiri Kindl graduated summa cum laude from the Faculty of Law, Charles University in Prague where he also obtained his Ph.D. He also studied law at the University of Limerick (Ireland) and a post-graduate course at the Faculty of Law, University of Oxford (University College) where he obtained Distinction and Clifford Chance Prize for Best Performance in Magister Juris, Winter Williams European Business Regulation Prize and Monckton Chambers Prize in Competition Law. He is a co-author of a textbook on Competition Law (Prague, C.H. Beck, 2nd edn, 2012) and a Commentary to the Czech Competition Act (Prague, C. H. Beck, 2nd edn, 2009). He also authored a monograph Cartel and Distribution Agreements – Theory and Practice (Prague, C. H. Beck, 2009) and numerous articles on competition law and commercial law issues in various Czech legal journals. Jiri Kindl also lectures competition law at the Faculty of Law, Charles University in Prague. He is regularly referred to in publications such as Chambers Europe, PLC Which Lawyer? – Cross border competition, Global Competition Review, IFLR Guide – World's leading competition & antitrust lawyers, Best lawyers as a leading antitrust lawyer in the Czech Republic.
Pavel Ralaus
Union of Towns and Municipalities
Pavel Ralaus graduated from the Faculty of Law of the Masaryk University in Brno. In 2009, he joined the Legal and Methodology of Public Procurement Unit of the Regional Authority of the Pardubice Region; later, he was appointed the Head of the Unit. Since 2016, he has been working for the Union of Towns and Municipalities of the Czech Republic. He focuses primarily on national law in the field of local government authorities, the right to information and public procurement law.

Sandro Gleave
German Competition Authority
Sandro Gleave is a Rapporteur in the 6th decision division of the Bundeskartellamt and member of the Think Tank Internet. The 6th decision division is dealing with competition cases in (digital) media markets, advertising markets and sports.
Sandro studied Mathematics and Economics and joined the Bundeskartellamt in 2002. From 2005 to 2014 he was a Rapporteur in the 8th decision division dealing with energy markets. He was also Head of the Market Transparency Unit Fuels at the Bundeskartellamt.
Kateřina Schenková
Baker & McKenzie Vienna
Ms. Schenkova is an associate in the Baker & McKenzie office in Vienna and Prague where she handles the full spectrum of competition law matters, including merger filings, cartel investigations, distribution models and abuse of dominance cases. She represent clients before the Office for the Protection of Competition and the European Commission, as well as before Austrian Cartel Courts. In 2012, she was a member of the Düsseldorf competition law practice of the Firm.
Katerina Schenkova graduated summa cum laude from the Charles Univesity in Prague. Further, she is a graduate of the Univesity of Michigan Law School (LL.M., 2010). In 2014, Ms. Schenkova obtained the Postgraduate Diploma in European Competition Law at the King's College in London. She regularly publishes articles in competition law journals. She is fluent in Czech, English and German and speaks also Hungarian.
Pauline Le More
LeMore Avocat, Paris Bar
Ms. Pauline Le More founded in 2010 LeMore Law Firm in Paris (France). Pauline Le More developed a general practice in commercial law and real estate, together with a specialization in the field of competition law. She is particularly active in the following areas : anti-competitive practices (cartels, abuses of dominant position, litigation), distribution agreements and new technologies. She is also the author of several publications and several articles in French, English and German (Dalloz, Lexbase, Lexis Nexis, Thomson Reuters international, Medien u. Recht). She is responsible for the column "Chronique de droit de la concurrence et de la distribution" in the internet legal Database Lexbase. She was admitted to the Paris Bar in 2005 and graduated from McGill University (Canada) and from Cologne and La Sorbonne Universities (Germany/France).

PANEL IV: SIGNIFICANT MARKET POWER - Buyer alliances after the last amendment to the Act on Significant Market Power
Petr Solský
Vice-chairman; Czech Competition Authority
Petr Solský graduated from the Faculty of Law of the Masaryk University in Brno in 1998. At the same Faculty he received JUDr. degree in the field of criminal law. He worked in public administration on a number of managing positions, for example at the Ministry of the Interior or the Ministry of Foreign Affairs. From 2003 to 2010 he gained extensive experience at the Permanent Representation of the Czech Republic to the EU in Brussels where he was responsible for management of the division of justice and interior including the coordination of preparations of the Czech Presidency of the Council of the EU. Back in the Czech Republic he worked in private sector in a law firm. Consequently he focused in particular on the area of information and communication technology, among others as a Deputy Minister of the Interior for this area in the years 2013 and 2014. Petr Solský has been focusing on a number of issues of criminal and administrative law including the regulatory framework for public procurement and prohibited state aid. He is a long term member of the Regulatory Impact Assessment Commission of the Government Legislative Council (RIA Commission).
On 5th April 2016 Petr Solský was appointed to the position of the Vice-chairman of the Office for the Protection of Competition and entrusted with the management of the Legislative and Public Regulation Division.
Josef Bejček
Masaryk University
In the years 1995–2001, Mr Bejcek was the Dean of the Faculty of Law of Masaryk University in Brno. Currently, he chairs the Commercial Law Department of the same faculty. He has been called upon as an expert witness in various important international arbitrations. He has been a member of the Appeal Commission of the Czech Office for the Protection of Competition since the very beginning of its existence, and he has also taken part in the work of many committee that contributed to the drafting of new legislation (the Civil Code, the Act on the Protection of Competition, and the Public Procurement Act). He works as an arbitrator of the Arbitration Court attached to the Czech Chamber of Commerce and the Czech Agrarian Chamber. Mr Bejček has been and is a member of several scientific councils; he worked in accreditation commissions of the Ministry of Education, Youth and Sports and the Czech Government’s Council for Research and Development, and as a member of the Social and Economic Sciences council of the Grant Agency of the Academy of Sciences of the Czech Republic. He is a member of the Academic Society for Competition Law (ASCOLA), the Czech Group of the International Association of Legal Science and the Czech Group of the International League of Competition Law; he is a member of the Czech Bar Association as well. He lectures around the world, including Vienna, Budapest, Munich, Berlin, Poznan, Regensburg, Salzburg, New York, Atlanta, Washington, Zurich, Bonn, Aix-en-Provence, etc. He has been working in some editorial boards of legal journals and he currently presides over the editorial board of the specialized journal for competition law „Antitrust“. Mr Bejček has authored and co-authored a number of articles, studies, and textbooks on competition law and commercial law.
Barbora Dubanská
Attorney at law
Barbora Dubanská works as an attorney at law specialized in competition law, regulatory issues of EU law and compliance. Currently, she has been focused in particular on consulting services for companies active in food and pharma sector, especially within Novartis management and its worldwide network of lawyers. Previously, she worked as a head of the CEE competition team at CMS International Law Office. She is a recognized expert by various organizations such as Chambers Europe, Legal 500 and Legal Advisor.
She concluded her postgraduate studies at the Law Faculty of Charles University, she also has wide range of foreign university experience – she graduated from Cambridge University (LL.M. studies and Lifesciences Accelarator at Judge Business School), she studied at Heinrich Heine Universität in Düsseldorf, Universidade de Lisboa and University of Queensland. During her career, she worked for CMS London (Competition and EU law) and CMS Munich. She speaks fluent English, German, French, Spanish and Portuguese.
Zdeněk Juračka
Association of the Czech Traditional Trade
Mr Juračka worked for almost forty years in consumer cooperative (now COOP) in various positions; as chef, waiter, business manager and director of the hospitality management department. He worked for three years at the COOP cooperatives vocational college in Klánovice as a hotel manager and a vocational teacher. In 1991, he was elected Chairman of Jednota Kroměříž, and two years later he founded the largest central purchasing body in the Czech Republic - COOP CENTER, which headed as the chairman of the board for 22 years. In 2000, he co-founded the international central purchasing office COOP Euro based in Bratislava, and since 2004 he worked as the chairman of the Union of Czech and Moravian Consumer Cooperatives for almost 12 years. In 2003–2007 he held the post of Vice-President and then until 2014 as the President of the Union of Trade and Tourism of the Czech Republic. Mr Juračka has been the chairman of the Association of Czech Traditional Trade since 2014. He has been a member of the Scientific Board of the University of Economics in Prague and a member of the Board of the Czech Statistical Office. During his career, he has received significant awards - he is a double holder of the Golden Duke with the title Businessman of the Year, and was also awarded with Blue Dolphin as a Marketer of the year 2008. Zdeněk Juračka studied vocational college SOU COOP Klánovice, than graduated from the Hotel School in Poděbrady and in 1962 graduated from SVVŠ in Kamenice nad Lipou. He graduated from the Faculty of International Relations of the University of Economics in Prague.

Jana Zmeškalová
Czech Competition Authority
Jana Zmeškalová has been a head of the Control over Market Power Unit at the Office for the Protection of Competition since September 2016. In 2014– 2015, she worked as a Remonstrance commission´s secretary for the Unit of 2nd Instance Decision-Making in the field of competition and participated in decisions processing as well as in defending the Office before administrative courts in a number of important cases. Before joining the Office, she had served for seven years as an assistant to presiding judge of a chamber of Criminal Division at the Supreme Court. From 2005 to 2007 she worked in a law firm.
Markéta Chýlková
Federation of the Food and Drink Industries
Markéta Chýlková graduated from the Faculty of Law of the Charles University in Prague. She started her professional career in public administration at the Ministry of the Interior of the Czech Republic. Afterwards, she dealt with waste and packaging issues as an officer at Legislative Unit of the Ministry of the Environment of the Czech Republic. She has been working at the Federation of the Food and Drink Industries of the Czech Republic (FFDI) since 2006, where she has focused on environmental legislation as well as the area of food law application or significant market power. She represents the FFDI at the European food industry confederation called FoodDrinkEurope.
II. Compliance and competition law enforcement
Kamil Nejezchleb
Czech Competition Authority
Kamil Nejezchleb studied at the Faculty of Law of the Masaryk University in Brno and at the Faculty of Business and Management of the Brno University of Technology. He joined the Office for the Protection of Competition in the year 2007 and currently he leads the Cartel Unit II. He also acts as an external lecturer at the Faculty of Economics and Administration of the Masaryk University. He gained experience with application of competition law also abroad in particular during the traineeship in the European Commission and from the regular cooperation within competition networks ECN and ICN. Kamil Nejezchleb cooperated on drafting the methodology documents for leniency program and settlement procedures and also on last revisions of the Act on the Protection of Competition. Also, he participated in training courses dedicated to contracting authorities focused on bid rigging detection.
Mr. Nejezchleb published a number of articles in the area of competition law and he co-authored the publication Economic Methods in Competition Law.
Ondřej Dostal
ČEZ Group
Ondřej Dostal graduated from the Faculty of Law of the Masaryk University in Brno. He has focused on the competition law since 2000 when he started to work for the Office for the Protection of Competition. Since 2004 he headed International Department and initialized involvement of the Office into various competition networks – ECN, WTO, OECD, UNCTAD, ICN. He was also a member of the Remonstrance commission for the area of competition of the Office. Between 2007–2014 he was appointed on expert for the area of the competition, state aid and public procurement post at the Permanent Representation of the Czech Republic to the European Union. Since 2015 he has worked for electricity producer ČEZ, a. s., as an expert for the field of the competition law and since 2017 as a Head of the Competition Compliance Unit. Mr Dostal is involved in the Czech compliance association where he carries out the position of the Head of the Competition compliance division. He is a lecturer and an author and co-author of various publications focused on area of competition and state aid.
III. Potential changes in merger notification thresholds
Martin Vitula
Czech Competition Authority
Since September 2007, he has worked as the Director of Merger Department. Before he worked as the Director of Department I of the Competition Section, where he focused on competition in the energy sector and industry and as an economist at the Office for the Protection of Competition.
He has contributed to the elaboration of a number of documents published by the Office for the Protection of Competition, and took part in many conferences and workshops in the area of competition. Martin Vitula graduated from the Faculty of Economics and Administration of the Masaryk University.
Martin Nedelka
Nedelka Kubáč advokáti
Martin Nedelka is a lawyer and a partner in Prague and Bratislava office of a law firm Nedelka Kubáč advokáti which is specialized on the areas of Czech, Slovak and EU competition law, regulated industries, public procurement and compliance. Mr Nedelka studied law at universities in Prague, Regensburg and Dublin. He is a member of Czech Bar Association, Slovak Bar Association and Brussels Bar Association. He is also a member of the editorial board of the competition magazine Antitrust.
Petr Zákoucký
Dentons Europe CS
JUDr. Petr Zákoucký, LL.M., is a partner at Dentons in Prague and leads the office's energy, competition and public procurement practice. He represents clients in the development of new projects, M&A, joint venture projects and disputes in the Czech Republic as well as within the region.
Within its regulatory practice, he also regularly lectures at conferences (including, for instance, TOPGAS and CEPKON conferences and Czech Competition Office) and at the retreats of the energy section of the Union of In-House Lawyers.
Before joining Dentons, Petr worked in Clifford Chance in Prague and Brussels (2006–2017) and White & Case (2002). He also completed internships with the General Court in Luxembourg and with the European Commission's DG Competition in Brussels. Petr obtained a master's degree in law from Charles University in Prague (2002), within which completed a one-year exchange study programme at a law faculty in Manchester (2001). He also completed LL.M. study programmes in Tübingen (2004) and Amsterdam (2005).

Igor Pospíšil
Czech Competition Authority
Igor Pospíšil completed his studies at the Faculty of Law of the Masaryk University in Brno in 2001. Since 2001 he has been working as a lawyer at the Office for the Protection of Competition. From 2005 to 2008 he held the position of a Head of the Working Group for Liberal Professions and in the period 2006–2007 he was a Director of Manufacturing and Retail Unit. Since the year 2007 he has been working as a Director of the Cartel Unit. From 2004 to 2007 he was also acting as lector of administrative law, registered by the Ministry of the Interior. He co-authored several documents issued by the Office for the Protection of Competition and acted as a speaker in different conferences and seminars in the area of competition law. He also gives lectures on the issues of competition law.
Zuzana Šabová
Slovak Competition Authority
Zuzana Šabová works for the Slovak Competition Authority as Director of Second Instance Proceedings Division. The agenda of this department consists, in particular, in organisation of appellate proceedings, drafting of second-instance decisions and related work for the Council of the Antimonopoly Office. She is also involved in the international relations agenda. She started to work for the Office as a lawyer in 2000 and was appointed as Director of Division in 2003. Before she has worked also as Director of Legal and International Relations Division. She graduated from the Faculty of Law at Comenius University in Bratislava. In the academic sphere, she is a PhD. student at Comenius University in Bratislava where she also works as a lecturer of competition law. She regularly publishes articles on competition law and policy and gives presentations at Slovak and international conferences.
Tomáš Tyll
VKS Legal
Tomáš Tyll is an attorney and a partner of law firm VKS Legal, s.r.o., in Prague.
He was born in 1970 in Brandýs nad Labem. During 1989–2004 he studied at the Philosophical Faculty of the Charles University Czech Philology and History. He graduated from the Faculty of Law of the Charles University in 2000.
Currently, he is also a member of the Remonstrance commission for the area of competition of the Office for the Protection of Competition.
He is focused on railway law, insurance law, copyright law, competition law and defence of legal entities in the area of competition and transport criminality.
Karel Šimka

Karel Šimka studied law and political sciences at the universities in Pilsen, Prague and Passau. After graduating in 1998, he became a judicial trainee and since 2001 has worked as a judge. He has started his career at the District Court Prague-West with specialization on civil law and execution, since 2005 he has joined the Supreme Administrative Court in Brno. Since 1998 he has lectured as an associate lecturer at the Faculty of Law at West Bohemian University in Pilsen. He joined Pilsen academia from 2000 to 2005 and has returned to various academic positions since the beginning of 2010. He has taught constitutional law at CEVRO Institute. He has also lectured the professional public, in particular the tax law and judicial administrative system. Between 2006 and 2009, he has been elected to the Board of the Grant Agency of the Academy of Sciences of the Czech Republic for the area of social and economic sciences.
